City Council panel approves $2.25 million to family of Black teen fatally shot by Chicago police

The City Council Finance Committee on Thursday approved a $2.25 million payment to the mother of Paul O’Neal Jr., an unarmed Black teen who was fatally shot in the back by a police officer in a South Side backyard during a foot chase in 2016.
